Contract with Client

As a workforce service provider, HR Bulevar employs qualified candidates from abroad as its own employees and then temporarily assigns them to clients — companies seeking reliable and verified personnel.
The contract between HR Bulevar and the client clearly defines all responsibilities, timelines, and terms of workforce engagement, ensuring a professional and transparent relationship throughout the collaboration period.

Employee Management
HR Bulevar assumes all administrative and legal responsibilities related to the employment of foreign workers. This includes maintaining personnel records, registering and deregistering employees, payroll processing, preparing and certifying documentation, and all other tasks in accordance with Serbian regulations on foreign employment.
This way, the client is relieved of administrative duties while retaining control over the employees’ work tasks, and HR Bulevar ensures full legal compliance and efficient workforce management.
Types of Positions

Our foreign workers come from countries such as India, Nepal, Bangladesh, Ghana, Ethiopia, and Indonesia, possessing the necessary qualifications and experience for their respective roles. All candidates undergo a thorough selection and verification process to ensure maximum reliability and productivity.
Client Responsibilities
The client, as the service user, is responsible for providing adequate working conditions, complying with occupational health and safety regulations, and supervising the assigned employees.
On the other hand, HR Bulevar guarantees legal and administrative compliance, timely salary payments, and fulfillment of all statutory obligations toward the employees.
This collaboration model provides the client with a flexible and efficient solution for engaging foreign workers without additional administrative burdens.
Human Resources Administration
HR Bulevar, an agency specialized in hiring foreign workers in Serbia, assumes full responsibility for all administrative obligations related to the registration and record-keeping of foreign employees.
The agency acts as the formal and legal employer, managing the entire administrative process — from registration with government authorities, through employment documentation, to regular payroll processing and salary disbursement.
This approach allows employers to engage foreign workers fully legally, ensuring complete compliance with the applicable regulations of the Republic of Serbia.
Assignment of Employees
After completing the selection process and preparing all necessary documentation, foreign workers are assigned to work at the client’s premises.
HR Bulevar ensures that each employee holds a valid work permit, employment contract, and all required documents to begin work.
The client employer is responsible for maintaining the employees’ documentation during their assignment on-site, while HR Bulevar retains the central administrative records.

Compliance with Employee Legal Rights
All foreign employees engaged through HR Bulevar promptly sign an employment contract and receive a copy of their social and health insurance registration.
HR Bulevar ensures that all rights defined by the Labor Law and the Law on Employment of Foreigners are fully respected — including workplace safety, timely salary payments, contributions, and other employment rights.
Contract with the Employee
As an employer, HR Bulevar enters into an employment contract with each foreign employee in accordance with the Labor Law and the Law on Employment of Foreigners.
This contract defines the employee’s rights and obligations, working conditions, salary, working hours, and the duration of employment.
Foreign workers employed by HR Bulevar are provided with all legally mandated benefits — registration, health and social insurance, as well as support upon arrival and during their stay in Serbia.
